SFATATO UN LUOGO COMUNE

Presentati a Genova i risultati di 11 progetti sulla sicurezza stradale.
Il Comitato Centrale dell’Albo of road haulage contractors - at the Ministry of Infrastructure and Transportation - has promoted and funded 11 projects converging on a single objective: "to road safety as a system."
The meeting, held in Genoa - Saturday, December 3 at the Jolly Hotel Marina from 14:30 - is the second in a series of inter-regional workshops aimed at disseminating the results of various investigations in this and other Italian cities, such as Venice (held last October 21), Ancona, Salerno, Palermo and Florence.

attended the conference / round table of Genoa, President of the Council and Secretary of road Uggè Paul, Vice President of the central committee of the Road Transport Giorgio Colato , the Councillor for Mobility of Genoa Merella Arcangelo, President of the Chamber of Commerce of Genoa Paolo Odone and the President of the Port of Genoa John Novi .

also nourishes the participation among the speakers of industry experts as the Head of Studies, Research and Security of the Central Committee Rocco Giordano, Director of Studies Centre Transport Systems Alberto Frondarola , the Director of Land Transport Department - Inspectorate sull'Autotrasporto Paolo Sangiorgio.

The debate, moderated by the Director of the magazine TIR Fabio Montanaro, is animated by the presence of representatives of trade associations, members of the Central Committee and local law enforcement that are represented by the Regional Director of the compartment of the Ligurian Traffic Police Anthony Bufano, the Head of the Body Accident Section of the Municipal Police in Genoa Francis Vitari and Lieutenant Colonel of the Mobile Radio Unit of the Provincial Command of Genoa Massimo Amadia .

5 areas.
The stated purpose of the Committee is not to exclude any area or field three hundred and sixty degrees and analyze all the possible interventions that make transport (goods) sure to spread all the tools that may be helpful to a reduction of road accidents.
projects have invested five areas: driver safety, vehicle safety, security as a business environment, research and technology support, training and information.

Carried in the three years 2000/03 on 1 sull'incidentalità monitoring in road.
Of particular importance for the results that emerged was the first nation-wide monitoring accident rates related to freight transport in urban areas, suburban area and transportation of dangerous goods.

From 2000 to 2003 the number of accidents involving vehicles for road transport is significantly decreased by 15,721 (7.4% of the national total accidents in 2000) to 14,572 (6.5% of the total incidents recorded in 2003). This result significantly
resize the concurrence of all transport vehicles of the total accidents that occur each year in our country.

After this monitoring has emerged, therefore, a clearer assessment of the role, but not decisive that the road haulage accident rates in the phenomenology in Italy and one can reasonably refute many of those stereotypes that, in daily life, have often contributed to an unfavorable view of road hauliers.

The effect of penalty points.
particularly significant changes were made following the introduction of penalty points, particularly between 2002 and 2003. Suffice it to say that the number of casualties in all accidents in 2003 decreased by 5.6%, while the number of injuries caused by accidents involving goods vehicles and fell further by 11.7%. Even more evident was the decrease in the number of deaths due to accidents: -10.7% on an annual basis, and in this If the number of deaths in accidents involving goods vehicles has declined even more: 12.3%.
Such data can only make us reflect on the effect of the introduction of penalty points system which was certainly more conspicuous in the field of road haulage contractors.

In 2003 only 6.5% of accidents involving goods vehicles.
The results that emerge can be summarized as follows. The component "goods" nell'incidentalità overall in Italy, identified by ISTAT in 2003 was involved in 14,572 accidents, 6.5% of total accidents occurred in Italy in the same year: a significant less than in 2000 given the already reduced the weight of the incidents of road transport vehicles.

conclusions of the investigation.
nell'incidentalità The weight of road traffic is not substantially increased in recent years. Indeed, the number of accidents has decreased, although slightly increased the average number of vehicles involved in accidents. Freight vehicles "light", especially in urban areas have grown, especially in recent years, their involvement in accidents resulting in a pejorative impact on its results.

Giorgio Colato, Vice Chairman of the Central Register Haulage
" In recent years the central committee of road haulage is becoming increasingly specialized in studies and research, providing books on taxation, on the problems of the Alpine passes and sull'incidentalità road. The day today, confirms the choice of the Central Committee of interest to disclose the activity of the studies and researches that are daily point of reference by the Italian government, first and foremost, but also of economists and companies in the world of production, transport and logistic a ".

Rocco Giordano, Head of Studies, Research and Security of the Central Committee
" We want to launch the concept of security as a system. Why road safety is given by three components: the vehicle, the environment and the driver. If we operate on only one side let the other two discovered. Instead, the logic with which we are addressing the issue of security is the concept of the system. We try to understand what spaces there are now to be able to simultaneously check how to create the best possible synergies. - supports the Head of Studies, Research and Security of the Central Committee, Rocco Giordano - From 2000 to 2003 reduced the number of accidents involving the vehicles for road transport: it has gone from 15,721 to 14,572. And the highways are essere più sicure rispetto alla strade statali e provinciali. Infatti, le autostrade non presentano quei fattori di interferenza che rendono più pericolose le strade statali e provinciali. Le aree urbane sono molto sensibili in termini di incidentalità: basti pensare che il 50% degli incidenti del settore dell’autotrasporto viene registrato nelle grandi aree urbane del Paese ”.

Road safety: a conversation with Prof. Rocco Giordano

invest five specific areas of the eleven projects initiated and financed by the central committee of drivers, with the Ministry of infrastructure from the safety of driver and vehicle to the field of research and technology to education and information. Plans for road safety have been presented in Venice at the first of a series of inter-regional seminars organized by the Committee itself. The responsible for studies, research and safety, Rocco Giordano ...

We want to launch the concept of security as a system. Because security is given by three components: the vehicle, the environment and the way the driver. If we operate on only one side let the other two discovered. Instead, the logic with which we are facing the issue of security is the concept of the system. From 2000 to 2003 reduced the number of accidents involving the vehicles for road transport: it has gone from 15,721 to 14,572. Safer than the highways and provincial highways ...

Motorways are the safest ones because we know that there are no interfering factors. It is mainly state and provincial roads, and urban areas because lì c’è un problema di congestione e là dove c’è congestione probabilmente c’è sempre un maggior numero di incidenti

In Venice first presentation of 11 projects on road safety. The central committee of road haulage contractors - at the Ministry of Infrastructure and Transportation - has promoted and funded 11 projects converging on a single objective: "to road safety as a system."
The presentation took place today in Venice at the Fondazione Giorgio Cini is the first of a series of inter-regional seminars which will lead to disseminate the results of various surveys in several Italian cities such as Genoa, Florence, Ancona, Salerno and Palermo.

the conference / round table attended by numerous authorities of Venice, as the Councillor for Mobility for the City of Venice Henry Mingardi, President of the Central Committee Roll Haulage Lipsis Raffaele de Maria, the Head of Studies, Research and Security of the Central Committee Rocco Giordano, Director of Studies Centre Transport Systems Alberto Frondarola, the Director of Land Transport Department - Office on checks' Road transport - Paolo Sangiorgio, the President of the Italian Society of Road Traumatology Andrea Costanzo, and representatives of associations, from Veneto, Trentino Alto Adige, Friuli Venezia Giulia and representatives of local police, traffic police, traffic police , Carabinieri and Guardia di Finanza.

Carried in the three years 2000/03 on 1 sull'incidentalità monitoring in road. Among those of particular relevance to the results that emerged was the first nation-wide accident rate monitor connected to the freight aree urbane, su strade extraurbane ed al trasporto di merci pericolose.

Dopo questa attività di monitoraggio è emersa, quindi, una più chiara valutazione del ruolo significativo, ma non determinante che ha l’autotrasporto merci nella fenomenologia dell’incidentalità in Italy and one can reasonably refute many of those stereotypes that, in daily life, have often contributed to an unfavorable view of road hauliers.

Raffaele Maria de Lipsis, Chairman of the Central Committee.
" professional environment of the world - said during the seminar in Venice Raffaele Maria de Lipsis, Chairman of the Central Register Haulage - proved and is proving to react positively to the awareness and commitments made with the first safety campaign. Register Haulage promotes the campaign "For Safety"

Form for Release No. 2

The central committee of the Road Transport
SAFETY

The instruments identified to reach this goal are manifold: the study and research, monitoring activities on the road, tracking accident rates, the creation of specific parking areas for road transport, information and awareness campaigns and security road and respect the Highway Code.

A Programme of Action with five intervention areas and 11 different projects. The Central Committee has promoted and funded some 11 separate projects across a broad spectrum of security issues converging lens, analyzing all the possible actions that make a transport (goods) sure: the industry normo-regulated activities training and training, research and technology at the service of road. This led to a real program of action that led to the identification of five areas of intervention: the driver, the vehicle, the company, new technologies, training and information.

purpose of safety campaign. The aim of the campaign to spread awareness of such studies and for public safety "is to: • provide
the size of the phenomenon of accidents involving haulage;
• inform stakeholders, mainly on the results obtained from some pilot studies for accidents occurred in the urban, rural and measures adopted in Italy and Europe, concerning the transport of dangerous goods;
• open a direct line of communication with the territory and the public to spread a culture of prevention and reduction of 'accidents.

AREA 1: Safety of the driver

The Handbook on nutrition drivers. In this area of intervention is to ensure that drivers are informed and trained on how to help you conduct commercial vehicle safely and with high levels of attention. At the same time we also want to make known to drivers of commercial vehicles as interact safely with heavy vehicles.

the importance of " Study on improving the safety of drivers related to proper nutrition in relation to driving posture and levels of driver attention ", in collaboration with the Institute of Nutrition of the University of Rome La Sapienza and with the University of Naples. The purpose of this project was to produce a handbook on nutrition of drivers connected to the rhythms of work and driving posture.

AREA 2: Safety of Vehicle

Thousands of controls throughout the country. In this area the three projects aim to develop policies aimed at improving standards and operational performance of heavy vehicles through the adoption by the alloying of vehicles, large-scale technological devices and systems for vehicle safety. The goal is to force companies to use vehicles with features more secure especially through the use of computer and electronic support tools.

The first project, the "R ealisation of a feasibility study aimed at technical and economic evaluations for the use of biofuels for powering vehicles for transporting goods ", has positively assessed the technical and economic viability of a widespread distribution network for the supply of biofuels in road transport carriers engaged mainly in urban areas, providing the experiences of other European and non European countries in this regard. The promotion of biofuel
, the study of the effects on engines and emission control, the establishment of a program of four distributors in four service areas financed by the Central Committee are all synergistic activity is geared to respond to environmental objectives, which to ensure that the use of biofuels is configured of particular interest especially near urban areas.

With the study on "Technical the cabins of commercial vehicles for the reduction in accidents: driver safety "the Committee intends to monitor the evolution of the positions of the various EU countries on the structure of the cab of the vehicle and the allocation of devices connected through an observatory that compares the experience more innovative and more effective to collaborate with the offices of the Land Transport Department to the definition of the Italian position at international level. Finally

activated together with the Research Department of the Ministry of Land Transport Infrastructure, and performed with " checks on heavy vehicles using the mobile centers of Motor Vehicles," is experiencing the technical conditions of the state of repair of thousands of heavy vehicles, with clear benefits for security of the entire fleet in Italy.

AREA 3: Security as a Business Context

The Safety Auditor. Through this area is to promote safety as a competitive company. The entire program aims to identify and encourage best management practices in the haulage companies, as well as defining a set of "rules and good practices shared." All of these rules is a Safety Management System .

In Safety Management System Safety is promoted, controlled, monitored by those who manage the company as a whole. Issues such as maintenance or the health of drivers according to Law 626, are controlled in a systematic and harmonized. Like all aspects of security management also involves costs, but - while remaining in a purely economic analysis that disregards the safety of people - are shown to have substantial returns in the medium and long term in terms of lower direct and indirect costs related to 'accidents.

with research on " Definition of a specification for the activation of a Certificate of Conformity (Logo) on Safety Management Systems for haulage companies. Test the specification on a group of pilot companies for 6 months. Defining the path Safety Auditor "means to bring a set of good practices in terms of" rules "and give recognition to companies through trade positions with" different "on the market offer. The institution of

will mark not only the definition of rules, but also application guidelines, to establish the professional status of the Safety Auditor, which is a figure whose role is to check companies and their level of application rules, but that may be, at the same time, an important channel of communication between the Central Committee and companies in the haulage sector.

AREA 4: Research and technology support

The parking areas specifically for the trucking . The program area 4 will study and implement security systems using real objective, which is kind of electronic, computer, or even the more traditional infrastructure equipment in the strict sense. The aim is to support the drivers and vehicles while traveling with technologies aimed at reducing accidents.

In this context, the Committee is funding the design and the implementation of at least three "stations" pilot platform Telematics allowing drivers to obtain real-time traffic information, visibility conditions, road conditions and to ensure the information process "on demand" could potentially make the same truck driver active subject for obtaining detailed information.

During the ' monitoring activities related to the accident rates of freight transport in urban and rural areas and transportation of dangerous goods "the Committee has made a study of the causes and critical incidents related to the world' s road transport, while defining an information architecture and computer system of governance on the phenomenon of accidents. The system, which was funded the design and implementation of three pilot projects, focused on three areas: accidents in the urban, rural, of dangerous goods. It aims to improve the timing of information gathering, processing them, and then the timing of action and reaction and intervene to correct the "blacks points", ie those features that record the highest rates of accidents.

With the project " Studio for the definition and management of a network of rest areas with facilities for the safety to" you want to place in the strategic framework of the security funding, the past and future of the Committee equipped rest areas, developing a study showing the feasibility of networking areas, to assess their current use and other services to support projects that safety is the driver that the vehicle

AREA 5: Training and Information

The 6 seminars of the Campaign for Safety ". This area focuses on projects that institutionalize and make permanent the problem of increasing skills in the field of security relating to a specific operator direct and indirect area (from drivers to company staff, staff of the Centers Furniture Review, the Future Safety Auditor) and to knowledge of the broader public interest in the safety, and then all the institutional, consumer associations, trade associations and so on.

The goal is to develop the skills to support the growth and identification of road safety with the Italian world. In this context, it involves the construction of the first nucleus of a Permanent Centre for Training on Security. The Center will address the figures directly involved in the haulage companies and not just for drivers.
But the three central technology platform will become the permanent vehicle of communication and information of all security posts.

To achieve this end, the Committee has funded six workshops nationwide to provide the size of the phenomenon of accidents involving haulage, inform stakeholders on the results above all from the three pilot projects on the statistics on the causes, open a line direct communication with the area to advertise all the tools and facilities that may be of assistance to companies on security. On this line of activity comes this "Safety Campaign". After Venice appointments are Genoa, Florence, Ancona Salerno and Palermo.

2 ° safety campaign. "We are all on the same street - TIRispetto”, è la Campagna itinerante che il Comitato Centrale dell’autotrasporto sta svolgendo unitamente ad altri partners: Consulta Generale per l’autotrasporto e la logistica, IVECO, DAIMLER CHRYSLER, INAIL, AISCAT, ANAS. La campagna è stata presentata a Roma il 27 luglio scorso, ha fatto tappa a Verona, Bari e Bologna e proseguirà nei prossimi mesi nelle citàà di Napoli, Catania, Torino, Milano e Roma.

Launch of the road safety campaign sponsored by the Committee Central Register Haulage

Rome, October 3, 2005

officially part of the information campaign on the theme of road safety as fundamental to the system ' haulage, promoted by the Central Register of Road Transport and the patronage of the Ministry of Infrastructure and Transport.

The Central Committee advocates for years, funds and supports various projects, all converging on a target, "the to road safety as a system for the haulage .
The Action Programme has launched eleven projects which have invested in five different areas:

1) driver safety;
2) the safety of the vehicle;
3) security as a business context;
4) research and supporting technologies;
5) training and information.

The above projects aim to highlight the role played by the Central Committee in the "construction" of the system security.

No area or area of intervention was èesclusa and are still analyzing all the critical issues to make the road haulage industry a more secure: by sector normo-regulation, training activities and training, research technologies in the service of road, at the same time expanding the notion of promoting the dissemination of the results of such studies and data-base available.

On this line of activity is part of the campaign to disseminate the results of the studies carried out on security matters.

- to provide the size of the phenomenon of accidents involving haulage;
- inform stakeholders on the results of three pilot projects regarding the incidents that occurred in the urban, rural and measures adopted in Italy and Europe, concerning the transport of dangerous goods;
- open a direct line of communication with the land to spread all the tools that can support a reduction in accident rates.

These objectives will be pursued in the course of six workshops that will bring the presence of the Ministry of Infrastructure and Transport - Haulage in the central committee of the city of Venice, Genoa, Florence, Ancona, Salerno and Palermo.

The organization of seminars will be curated by Studio Ega, a company specializing in conferences, while media relations are handled by Hill & Knowlton Gaia, the first and most important agency advice on environmental and social communication in Italy.
